It appears that the system is unable to detect the 'Boot device'. Either the system is trying to boot with a device other than the 'Hard drive' (that is not detected in the computer); or the 'hard drive' is not communicating with the systemboard effectively. It could be a mis-configured 'BIOS setting' or a 'hardware issue' with the 'hard drive' or the 'systemboard' (Hard Drive connector).
You may try the following steps to see if they help:
1. Run 'Hardware Diagnostics' to check 'Hardware Functionality'
• Power on the computer and repeatedly tap the 'F12' key on keyboard at the Dell logo
• In the 'Boot device menu' highlight the 'Diagnostics' option and tap 'Enter' key
• Capture errors if any
2. If the 'Hardware Diagnostics' pass successfully, please check the 'Hard Drive' status in the 'BIOS':
• Power on the computer and repeatedly tap the 'F2' key on keyboard at the Dell logo
• In the 'setup utility' under 'Main' option scroll down to the bottom and capture details of devices listed besides 'SATA Ports'. Please check if the 'Hard Drive' shows up (Refer to the image below)
3. Try Loading BIOS defaults:
• You may also load 'BIOS defaults' by tapping 'F9' key; also tap 'F10' key to save the settings.
• Tap 'ESC' to 'Exit BIOS'; restart the system and check if the system works.
