The video card should have a low-profile bracket bundled. Did you find a bracket in the packaging?
To illustrate, the Gigabyte 6450 PCIe x16 is shipped configured with the full-height bracket, but a low-profile bracket is bundled. I removed the full-height bracket, installed the low-profile bracket, and then installed the card in my Vostro 220s low-profile chassis.
