Hi HHallett,

Since you have already tried all the possible troubleshooting steps to resolve this issue, I would recommend you to check with a different power supply (if available). If the issue persists, the motherboard may need a replacement. You mentioned that the power button light is amber; Is it blinking amber or solid amber? You can refer to the chart mentioned below:

Image - Illustratres the power button light is blinking amber.  Blinking amberThe computer is receiving electrical power, and power supplied by the power supply is normal. A device might be malfunctioning or incorrectly installed.
  • Remove and then re-install the memory modules.
  • Remove and then re-install any cards.
  • Remove and then re-install the graphics card, if applicable.
Image - Illustrates the power button light is steady amber.    Steady amberThis is a system fault error condition, including the power supply. Only the +5VSB rail on the power supply is working correctly.
  • Ensure all power cables are securely connected to the system board.
  • Ensure the main power cable and front panel cable are securely connected to the system board.
NOTE:
If the system was abnormally turned off, you need to disconnect and plug in the AC power cord. Then turn on the system. Otherwise, you may see an incorrect power light state.

Please reply if you have any questions.
