PC Amber light problem and power problem

I have a solid amber light on my Dell inspiron 545s so i read some forums and saw it was a power supply problem but the fans are spinning the dvd opens closes and i can hear the HDD working so i decided to clean the FUSB1 plug and FP1 plug 

This is what happens i have my monitor, router, modem plugged in to my multi socket ( I unplugged the PC because i was cleaning the dust from the plugs) so i plug the PC in and the fuse of the multisocket blows up and the thing is the PC turned on by itself (fans and stuff started spinning) so I put in a new fuse plugged in monitor, modem, router and its fine then I put in PC plug, the fans start spinning and fuse blows again (2 fuses have blown up till now), i know its not a PSU problem since everything is powered up and running but why the hell is my multisocket adapter blowing its fuse? should i replug the FUSB1 and FP1? Now i dont want to waste any more fuses so is there a way of knowing whats going on? why the fuses are blowing up and the PC starting up itself?
