As you mentioned that the system reboots when you surf internet, I would suggest you to use a different browser to surf internet to isolate if it is an issue with the browser.
If the system restarts when you use a different browser, I would suggest you to perform test using Dell PC Diagnostics. If the test passes, perform component test on network card and hard drive stress test. Please click the link mentioned below to download Dell PC Diagnostics:
Ensure the Date/Time is correct on the system and perform the updates. If the updates fail, let me know the error code.
