@tmercer74: Sorry, I almost forgot about you, and had problem locating this post.
This is the other way to run CPU at 100%, if Sleep and Quiet BIOS feature is not working, it will, but now just follow this short guide.
Right click on Desktop-->Personalize-->click screen saver-->click Change Power Settings-->click Change plan settings (I have balanced, I removed sleep mode "NEVER", all things are running, only monitor allowed to sleep)-->click Change Advanced Power Settings. Now you enter advanced power tree. The most important thing related to 100% CPU at all times here is Processor Power Management TAB, there is a minimum and maximum cpu% setting that you want to check. Make certain that the minimum is 100%, this will make CPU run at maximum speed at all times. Also, with S&Q feature, a few enable and disable and a few reboots should solve this problem, if not my way will keep it running at 100%.
