Actually its not DINO status because its Pentium2 or Pentium 3 INTEL cpu module.  I used to help people upgrade the CPU to newer MMC module and upgrade the RAM to 512 Megs.  And Yes XP was clearly possible.  Fastest CPU was MMC 850 Mhz pentium 3.  

As for the Video I would say that the 8Meg SGRAM version of the 
card is about 40% faster than the 4 meg SDRAM version.

Much of the INFO that Alex posted still Applys  the 7000 and 7500 are very close but the 7500 DOES support speedstep.  Many of the modules like battery and CDROM/FLOPPY and Video Card Are interchangeable.

I have successfully Upgraded (actually I reformatted and started fresh... upgrades may cause problems) my Inspiron 7000 (300 MHz PII) w/ Luxsonar DVD decoder chipset to Windows XP. DVD works great for me. Here is my solution...

Synopsis:
1) Update ESS Maestro from Windows update.
2) Download and unzip the Windows 2000 Luxsonar DVD chipset driver from Dell.
3) Run the ESS Maestro setup from the "ess" folder. (Restart is good idea)
4) In Device Manager: install/update the driver for the Luxsonar chipset from the unzipped "luxsonar" folder. (Restart is a good idea)
5) Put in DVD, select Windows media player.
(volume on Windows media player doesnt work, but the volume on the system tray does)

Heres How:
1) After you Install Windows XP, connect to the Windows update. There is an "ESS Maestro Driver" update. Install this first.

2) From the Dell Support Site: Choose Inspiron 7000 / Windows 2000 / Video Drivers... "Luxsonar DVD Chipset Driver". It MUST be the Windows 2000 driver.

3) Download this file to your desktop (for convenience). It is a Zipped file called "w2kdvd.exe". Unzip it to your desktop (again for convenience)

4) There will be 3 files in the unzipped file: "ess", "luxsonar", "player". Open the "ess" file and run the setup... this will install the special things needed to hear your DVD movie.

5) Get into your Device Manager, and you will most likely have an unknown media device (or the luxsonar DVD decoder card under 'Sound, video and game controllers if you already tried to solve the prob). Select this and choose update driver... point it to the 'luxsonar" folder that you unzipped... and let it run.

6) IGNORE the "Player" folder. This is a BADLY written Beta viewer that Dell started to write, gave up on, and doesn't even recommend. The Windows medial player that came with Windows XP works GREAT!
