There are few troubleshooting steps that I would suggest which can be performed to isolate the issue. Please try the following steps: 

1. Releasing the flea power.
-- Disconnect all the external peripherals from the computer along with the power cable, monitor, keyboard and mouse.
-- Press and hold the power button for 10 to 15 seconds.
-- Connect only the power cable, monitor, keyboard and mouse and try to turn on the computer. 
-- Check the functionality of the computer.
-- If it works fine, shut down the computer and turn it on by pressing the power button and try the process a couple of times.
In case it doesn't work, follow step 2.

2. Disable the Automatic Restart.
-- Restart the computer, keep tapping F8 on the Dell logo screen and once you are on the Advanced Boot Options, Select Disable Automatic Restart and check if the boot cycle continues.

3. Load the BIOS to defaults.
-- For more information on resetting the BIOS to the defaults, refer to the Resetting the System Setup (BIOS) to its Default Settings section.

4. 
Run the Pre-Boot System Assessment (PSA / ePSA) Diagnostics. Run the test and check if it gives any error code. Note down the error code and update me with the same, would let you know the next course of action.
