Based on what you've written my initial suspicion would be some sort of incompatibility between the motherboard chipsets used in the Optiplex 790/7010 models and the old serial port device you're trying to use. The Opti 790 has Intel 6 Series Express chipset (Q65) and the 7010 uses Intel 7 Series Express chipset (Q77). The Opti 755 model contains Intel Q35 Express chipset. As for what the specific incompatibility might be, your guess is as good as mine. Perhaps the problem could be resolved by a BIOS update. You may want to try sending a message to one of the Dell forum moderators about this.
