Hard Disks do not go into slots on the motherboard.

"Error initializing PCI express slot 4" indicates a problem with a card.  Remove all cards.

If there is no onboard video it should beep.

The Precision 390 DOES NOT HAVE 4 PCI Express slots.

Unplug all cables and press power to discharge any residual power.

Then Put video card back in.

Then plug in power cord and re attach monitor.

The Dell Precision Workstation 390 parts page list the following motherboards -
DY150 Motherboard Service Kit, PWS390, (For Cedar Mill and Conroe CPUs)
NP442 Motherboard Service Kit, PWS390, Version 3 (For Kentsfield CPUs)
