Dell Studio One 1909 wont boot. Stange Symptoms.

I have a Dell Studio One that has refuses to boot. When plugged in, and the power button is pressed, the fans cpu and gpu fans ramp up to full speed. they momentarily dip down for maybe a second, but then they are back to full speed. they continue to run full speed until I shut it off.

The only diagnostic thing ive tried so far was removing the ram sticks, and then rebooted. This caused it to beep twice and stop (and then it repeats that sequence). This leads me to believe that the motherboard might be ok. Both the disk drive and hard drive spin up fine. The disk drive took a CD no problem. I tried checking with a flash light to see if the screen was operational, but its completely black, so I dont think its an inverter issue (unless the screen and inverter both failed. that would be unlucky).

Im not sure what it is. Im thinking it might be the PSU, but since the computer does turn on and powers everything, it seems that it might be something else. It could also be the motherboard, but it succesfully detects the ram error when I remove the ram.

Im not quite sure what to do. Im thinking about just taking the CPU and making a small build out of it, and just adding the hard drive to a server (or sell it). I would prefer to just get this thing running since it is a decent computer, but im not sure I want to throw money at parts till it works. If anyone knows of the solution, or maybe has ideas I can try, id appreciate it. Im not quite sure what to do with the thing at this point
