Optiplex 740 Enhanced - Fan running excessively loud

Here's some information about where I'm at with this issue:

- BIOS rev 2.2.7 (latest)
- CPU Sempron 3200+ (59w, 1.4v)/Athlon II 610E (45w, 1.25v)
- RAM 1 DIMM 2GB

- Fan checked
- Front vent checked
- All cables in the system are OK and properly connected
- No visible damage to motherboard; all caps OK
- Connection between heatsink and CPU checked (thermal compound spreading normally)
- System is sitting on top of a desk with no obstructions
- System is in an air conditioned room
- Cool 'n Quiet disabled/re-enabled with no change
- Dell Diagnostic completed with no errors (all fan tests OK)
- CPU temp very low via Speedfan

The Dell Diag is what gets me.  The tests prove that the fan can be properly controlled by the system, but from boot it runs way too fast, and stays that way in Windows over any period of time.  This has been the case with two identical boards.

I searched out other similar threads and tried the fixes in them, but still no change.  Any suggestions would be greatly appreciated.
