Apologies for delayed response.
As the mouse delay issue does not replicate with an alternate mouse, you may consider replacing the old mouse as it might be an hardware issue with the old mouse.
For the chipset driver version issue, it appears that the chipset driver was not applied successfully. You may uninstall the current chipset driver from control panel and follow the steps below to uninstall chipset drivers from Device Manager manually :
- Open Device Manager
- Right click on chipset controller drivers and click on Uninstall
- Place a checkmark on Delete the driver software for this device and click on OK
Once done, you may restart the computer and re-install the chipset drivers from the links shared earlier and see if the issue persists.
