SATA issue under Windows 8

Problem: Unable to add additional SATA DVD
Dell Dimension 8400, [Admin Note: Service tag removed per TOU], OS: Windows 8
Currently has internal SATA C Drive and a SATA DVD
 
In Bios under Drives the four SATA drives are listed. 0, 1, 2, 3 with Numbers 1 and 3 turned off. C drive is active on 0 and DVD1 is active on 2. 
Numbers 1 & 3 are turned off because "Combined" is selected. Drives 1 & 2 can be turned on if  "Raid AutoDetect/AHCI" or "Raid AutoDetect/ATA" is selected instead of "Combined".  However, Windows 8 will not start if anything other than "Combined" is selected in Bios/Drives.  This means I cannot add another SATA drive.  What to do?  I have switched cables and drives around but the problem persists.
