Vostro 200 mini tower video card upgrade; computer won't boot

My Dell Vostro 200 mini tower has been working great for the 5 years I've had it. Last year I added 2 gigs of ram, bringing the total to 3 gig, and that worked great. Now I decided to upgrade the video card, and sadly that has crashed and burned.

PSU: 300W

OS: Windows XP Pro SP3

New Video Card: EVGA 512-P3-1310-LR GeForce 210 512MB 32-bit DDR3 PCI Express 2.0 x16 HDCP Ready Low Profile Video Card (Link)

 

It fits in the single slot perfectly, I even tried reseating it to be sure. I also tried changing the default video device in the bios from PCI to PCIEx and back but none of that helps.

When the card is in the machine and I turn it on, Windows won't boot. I get the choice for Safe Mode, Safe Mode with Network, etc... None of those safe modes boot either; choosing anything just causes a system restart and back to the same screen.

No matter what bios configuration I choose, the video (eg: that safe mode menu screen) only routes through the EVGA card.

The only way to make windows boot is the physically pull out the video card. (Oddly, the first time I boot after pulling the card out, I also go to that safe mode menu screen. I choose safe mode, then at first option choose to restart computer, after which it boots normally.)

Any help would be appreciated.
