That article isn't correct. I have Win XP on my Dell. When I reboot and press F8, I get a menu which includes "Safe Mode" and "Safe Mode with Networking" among other things.

What version of Windows are you using? If you have XP, press F8 right after you see the narrow blue stripe with white text flash across the top of the screen.  It can take practice to time it right.

Why are you trying to get into Safe Mode anyway?
