After reinstalling the operating system, did you install the drivers for the computer?
As you said that you have another computer, Download the drivers and save the file on the disk or USB drive and install on teh Optiplex computer.
Follow below mentioned link to download and then install the drivers accordingly:
- Visit the following website: www.support.dell.com
- Enter the Service tag of the computer in the box provided and click “Submit”.
- In the next page, click drop down arrow to select the Operating System which is installed in the computer and the list of drivers for the computer appear.
Also, install the drivers in the correct order.
