All the above is correct. To double check, go to the Resource Monitor in Administrative Tools. Under the Memory Tab, you will see a Physical Memory section that will detail installed memory and usage. Report back with the numbers it gives.

The BIOS can not be set to scan the RAM manually. It does a scan every time you boot. If it finds the RAM to have been changed, there will be a delay in the boot while it re-configures itself.
