Maybe someone can shed some light on this? Help Appreciated

Alright. So i have a Dell Dimension E521 with its Stock Processor.( AMD Athlon(tm) 64 Processor 3500+) I installed 4 1GB Sticks and sadly enough its only showing 2 GBs. Its a Windows 7 Ultimate Edition 32-Bit. I have mixed the sticks and everything dealing with them. But it seems like those 2 Slots are Not Activated by the BIOS..as shown in this picture. http://tinypic.com/r/2e4xedj/6 Even after removing The RAM that was in Slot 2 it just showed that only Number 4 had Memory in it.

Things i have done so far.

1.Made Sure BIOS is Fully Updated
2.Tried Google
3.Tried Re-Aranging the RAM
4.Went into the BIOS but found nothing to let me"Rescan the RAM"

Notes: Had this SAME problem with a old Windows XP OS.
Windows Ultimate is the 32-Bit one. Same Bit as the old Windows XP. But when i installed the Windows7 i did Format the Hard Drive.


How can i get those last 2 RAM Slots to actually want to work?
