I've had a Dell Vostro 260s for about a year now, and it's always had a noisy fan. It seems to 'rev up' about every 2 seconds, for no reason at all.
The system is mounted horizontally (lying flat on my desk with the vent holes facing upwards). I run HWmonitor on it (as I do my other PCs), and the CPU under normal situations, such as viewing the internet now, is normally about 40c. However, even with this low temperature, the fan - every 2 seconds or so - seems to spin up to full speed, drop back to low speed, then spin up to full speed, then drop back to low speed - and the noise from it is driving me insane!!
I can't use software like SpeedFan, presumably because it doesn't support this Dell board - it doesn't show any controllable fans.
I've tried using a 12V > 7V voltage resistor wire between the fan and the mainboard, and it seems to have made little to no difference. I've tried several BIOS revisions, and am currently on the most recent (MS-A08?).
Ordinarily I would swap the fan for a quiet one, but then the system is under warranty and I'm sure this is a design flaw. Does anyone else have the same issue, or has anyone else found a solution that works?
