Continuous soft beeps from inside computer?

I have a dell studio xps 7100,  i figured i might as well ask this question here its been buggin me for a while i keep trying to do diff things to solve it.

when my pc is idle i can hear continous beeps coming from the computer.  Its hard to hear unless i stick my ear in the case.  Its not coming from the pc speakers or audio speakers.... They seem to be coming from either the gpu or underneath the gpu on the mobo...under the area where the two gpu power connectors plug into it.

Does this mean i have a heat problem,  voltage problem?  or is this just normal?   I have been noticing poor performance in games lately.   some of my games start to hitch after playing a while.  could it be too much heat from the gpu?  or is it a mobo heat problem?  i downloaded a temp monitoring software.  and from what i've read my temps are very reasonable.

For some reason turning off cool and quiet stops the beeps.   But they can occur again,  for example,  if i open up resource monitor from the task manager the beeping starts again!.  If i close resource monitor,  the beeping stops!    Why is that? what does this mean?    I never noticed this beep the first 2 years i had the pc.  it only happens in windows not in bios or dos.  maybe it is something to do with windows power management?  something probing in windows?  maybe its just a normal coil sound?

I should  add i recenlty updated my bios...thinking that would fix a problem i had rebooting the pc sometimes.  I then found it was because of firmware on the samsung hdd i have,  that i then updated fixing the reboot issue.  Could the bios have caused this beeping? I honestly can't remember if I updated the bios or before the beeping started.  I also recenlty have been opening the side of the case when gaming to cool the pc in case of heat problem.  even though my temps seem ok.

I also  recenlty bought a new psu thinking that would fix the problem,  since the fan on the old one was making noise i thought it best...but i still get the issue.

I also just ordered new  ram to see if that is the issue with my gaming.      but this strange beeping just  has me concerned.

I'm worried there is some problem with my pc.    I'm no longer under warranty since my two years is up so i can't ask a dell tech.  was hoping maybe some of you have heard of something like this.
